On December 16, at 36, Novy Arbat, a meeting of the supervisory and expert council of the Agency for Strategic Initiatives to Promote New Projects was held under the leadership of Russian President Vladimir Putin. It was dedicated to the quality of life of the regions and the implementation of the National Social Initiative. Within the framework of the meeting, two major St. Petersburg investment projects of the Megaline company were considered, which affect the future of St. Petersburg. One of them is the project for the development of the former construction site of the Gorskaya flood protection complex.
Currently, the territory belongs to the city and is not used, it is in an abandoned state, with unauthorized dumps and mountains of construction waste.
Megaline plans to create a high-tech business and public space on an area of more than 110 hectares. Four areas have been chosen as drivers for the development of the territory: IT-village (the largest innovation cluster in the North-West), modern industrial and warehouse facilities of the Light Industrial format (premises with an area of up to 2,000 square meters, which are in demand among small and medium-sized businesses), hotel and service infrastructure, as well as a cultural cluster. Public spaces, a Dam Museum with an observation deck, landscaped embankments, bike paths and other infrastructure for a comfortable urban environment will appear on the territory.
The investor has developed several options for the development of the territory (master plan). For each of the infrastructural objects, the company’s analysts have prepared a financial and economic model describing the budgetary efficiency from the implementation of the project for the federal and regional budgets.
In particular, the volume of tax revenues over the next 15 years will amount to 31.6 billion rubles, and more than 14.5 thousand jobs for city residents will also appear. Large-scale development of the territory, including the creation of transport and engineering infrastructure, will be carried out at the expense of Megaline, without the use of budgetary funding. The total investment will amount to over 60 billion rubles.
To select the best international and domestic practices for the development of the territory “Megaline” is holding an international architectural competition. The event is supported by the International Community of Urban and Regional Planners (ISOCARP), the Council for Green Building in Russia (RuGBC), as well as the Association of Landscape Architects of the Russian Federation. General partner – ANO Agency for Strategic Initiatives to Promote New Projects (ASI). Special partner – International Academy of Architecture (IAA). The operator of the competition is the Agency for Strategic Development “CENTER”. The representative of the Megaline company invited the President of the Russian Federation to announce the winner of the competition, which will be held within the framework of SPIEF-2022, and turned to him with a request to support the implementation of the project.
