Located near the central square of the city of Derzhavinsk in the north of Kazakhstan, a clock with its hands constantly pointing to 3:45 indicates that time has stopped in this city.
The names of Derjavinsky streets are left over from the Soviet era. The city itself has not developed much since the collapse of the USSR. In Soviet times, the 38th strategic missile division of the USSR was located here.
Currently, the population of the city is 6 thousand people. This means 1/5 of the population during the Soviet era. Many are unhappy with the city’s dilapidated roads and poor infrastructure.

But in recent weeks, a new theme has been found for residents. Representatives of the local authorities proposed to change the name of the city, to give it the name of the Kazakh khan who led the armed resistance against the Russian imperial forces in the 19th century.
