The Prosecutor’s Office confirmed that it has already opened a criminal report to investigate the possible corruption that would be occurring in the allocation of public resources to the EPS through the Capitation Payments Unit (UPC), the amount that the State pays for each affiliate. and the maximum budgets transferred by the ADRES for services and technology that are not within the UPC.

In the midst of the extraordinary meeting that took place this Monday, April 8 at the facilities of the Comptroller’s Office, in the west of Bogotá, and which was led by the comptroller himself (e.g.) Carlos Mario Zuluaga, the nation’s attorney general, Luz Adriana Camargo was part of the meeting, and confirmed that the entity already has criminal news about that report that revealed the fiscal responsibility rulings that have been issued for nearly three billion pesos against Health Providing Institutions (IPS).

With this decision, the Prosecutor’s Office will criminally investigate the irregularities that the Comptroller’s Office has detected with the public resources that are being allocated to the health system, but end in mismanagement, such as the payment of hours not worked and the purchase of implements that are not they need in the health plan, among others, as detailed by Zuluaga himself.

In the middle of the technical session convened by the Constitutional Court to follow up on the payment of the UPC, Comptroller (e) Zuluaga warned: “The reports we presented today show that we have issued rulings on fiscal responsibility for about 3 billion pesos. Against IPS, we have had poor management in relation to health resources, specifically the UPC (Capitation Payment Unit).”

In addition to the comptroller and the prosecutor, the meeting was also accompanied by the Ombudsman, Carlos Camargo, who will also closely follow up on the acts of corruption that have been reported in the functioning of the health system and the serious findings revealed by the Comptroller.

The Prosecutor’s Office will establish working groups so that the Comptroller’s report can be followed up in detail. In this way, it seeks to determine criminal responsibilities of those who would be taking the health money of millions of Colombians for their own benefit.

Since last April 4, the meeting was scheduled to strengthen the relationship between the Comptroller’s Office, the Attorney General’s Office, the Prosecutor’s Office and the Ombudsman’s Office, in order to work as a team to combat corruption in the health sector. The meeting took place after the strong scolding by Judge José Fernando Reyes, president of the Constitutional Court, of the control entities for the “poor” results in the fight against corruption in health.

“There is a need, I totally agree, for the UPC to be reviewed, but that is why we intend – I am not going to go there – that there are no subsidized or contributory UPCs, and that we look in detail at what we are doing. . Today only high-cost chronic diseases, orphans, are taking up almost 20% of the resources,” the official explained.

The Prosecutor’s Office, the Comptroller’s Office and the Ombudsman’s Office met at this technical meeting, after the slap on the wrist from the Constitutional Court, which described as “poor” the efforts of the control entities to confront corruption in the health system.
