The remaining construction works of Valmiera Drama Theater will cost 8.2 million to 10.3 million euros

Four participants have applied for the open tender announced by VAS “Valsts nekustamie ipšumi” (VNI) for construction companies to carry out the remaining construction works necessary for the implementation of the construction project of the Valmiera Drama Theater (VDT) building until the object is put into operation, Jelena Gavrilova, a member of the board of VNI, informed “Delfi Bizness”.

Bids were submitted by construction companies SIA “Aimasa, PS “P and S construction”, SIA “Velve” and SIA “Pillar Contractor”. Offered contract prices – from 8.2 million euros to 10.3 million euros (without VAT). The winner and the exact amount of the contract will be known after the evaluation of the offers.

According to the conditions of the announced procurement, the estimated term of execution of construction works is 14 months from the date of signing the contract.

“We have taken another step closer to the fact that in the first half of 2024, the Valmiera Drama Theater team will be able to return to an orderly and energy-efficient home. The tenders submitted in the procurement confirm that the termination of the contract with the general partnership “SBSC” was the right decision. The increase in prices in the construction industry is smaller , than the previous builder predicted last year, requesting additional financial resources. We will start evaluating the submitted applications today, so that the construction works at the facility proceed without unnecessary pauses,” emphasizes Gavrilova.

Until May, urgent construction works will continue in the VDT building to ensure the mechanical strength and stability of the load-bearing structures, including strengthening of foundations, construction and construction of the building’s load-bearing structures in accordance with the solutions of the construction project.

The contract for 1.75 million euros was signed with the construction company “Aimasa” at the beginning of November 2022, and the works are currently proceeding according to the planned construction schedule.

VNĪ terminated the contract with the previous contractor of construction works of the VDT building – general partnership “SBSC”. According to VNĪ’s statement, after repeated requests, “SBSC” was unable to substantiate the causal relationship of the increase in construction costs in the amount of 50% of the amount of the construction contract, or 3.8 million euros (with VAT) to the hostilities in Ukraine, in accordance with the regulatory enactments, and was also unable to submit documents proving the requested the validity of the price increase in several items of the estimate.

Also, VNĪ states that the actual execution of the works was significantly behind the one provided for in the contract. Namely, on September 30, 2022, the actual execution of the works was only 21%, although according to the construction work schedule of the contract, it should be 50% of the total amount of construction works.

VNĪ explains that after the completion of the reconstruction in the first half of 2024, the VDT building will have increased energy efficiency and improved energy management, a more comfortable working environment will be provided for theater employees, a new “black box” hall will be built, as well as improved environmental accessibility. The planned total cost of the VDT project is 10.41 million euros (which includes the costs of construction, design, author supervision, equipment purchase, etc.).

The procurement of construction works is carried out within the framework of the European Regional Development Fund (ERDF) project “Increasing energy efficiency in the Valmiera drama theater at Lāčplēša street 4, Valmiera”.
