Al-Saray Bank announced the suspension of all financial services provided by the Central Bank of Libya, including the purchase of foreign currency, acceptance of checks, and the execution of local transfers.

According to Al-Saray Bank, the services of passing credits and foreign transfers have been suspended, without the Central Bank setting a date for their reactivation; indicating that it is working to find out more information about this sudden suspension.

Al-Nouran Bank also announced that clearing and settlement operations between banks linked to points of sale (POS), e-commerce, and automated teller machines (ATMs) are not possible due to the suspension of clearing and settlement services through the systems of the Central Bank of Libya.

Al-Nouran Bank said that this stoppage will lead to non-settlement of sales values ​​in customers’ accounts, as well as non-deduction of the value of cash withdrawals made by customers of other banks through ATMs from Al-Nouran Bank.

The bank confirmed that these operations have been temporarily suspended, leaving customers free to decide whether to continue using POS and e-commerce.

The Central Bank of Libya, headed by Al-Siddiq Al-Kabeer, announced its apology to its clients at home and abroad for temporarily stopping providing its services due to “exceptional circumstances.”

In a statement, the bank expressed its hope that its activity would resume “if these risks recede.”

It is noteworthy that the Board of Directors of the Central Bank of Libya, assigned by the Presidential Council, announced this morning, Monday, that it had fully assumed the tasks of managing the bank, and its commitment to a smooth transition, warning against “attempts at disruption by the previous administration,” as it described it.

The President of the Presidential Council, Mohamed Al-Menfi, also assigned “Abdul Fattah Ghaffar” with the duties of the Governor of the Central Bank of Libya temporarily, and tasked him with completing the handover and receipt procedures.

Al-Manfi Ghaffar was appointed to manage the work of the Central Bank until the return of the acting governor, “Mohamed Al-Shokri,” or the election of a new governor.

Al-Manfi asked the governor in charge to “implement the financial arrangements until an agreement is reached on the unified budget.”
