Biyo-Adde (MiddleShabelle, Somalia), September 17, 2023 – In accordance with Burundi’s foreign policy, including its defense policy, in a relaxed atmosphere, the Burundian contingent of the Burundi National Defense Force (FDNB) solemnly handed over the forward operating base of Biyo-Adde to the Somali National Armed Forces (SNAF). This Burundian contingent had occupied this base for eight years. This sale is part of the implementation of the second phase of the reduction in the workforce of the African Union Transitional Mission in Somalia (ATMIS).

From 1990 to the present, Somalia has been plunged into instability by GUAN[1]. The late blessed ancestor Muammar Gaddafi, former president of Libyahad undertaken efforts between 2005 and 2006 to liberate Somalia from the grip of GUAN by supporting the creation of IGASOM, which had subsequently evolved into the African Union Mission in Somalia (AMISOM). It was at this time that Burundi decided to intervene in Somalia. Muammar Gaddafi, a fervent pan-Africanist, nourished the hope that the ASF – African Standby Force –, a multinational army of the African Union (AU), the preparation of which he financed, would help free Somalia from the influence of GUAN. Unfortunately, he was assassinated by GUAN in 2011, and AMISOM aligned itself with GUAN.
The idea of ​​an operational ASF in January 2016 emerged during the AU summit in Durban in 2002, where the African leaders present were fully aware of the crucial need to defend Africa’s economic interests in the face of to Western predators (see Colonization of Africa, Neocolonialism). Unfortunately, the ASF was abandoned in 2011 following the death of Muammar Gaddafi, this illustrious ancestor who left his mark on contemporary Pan-Africanism.
