The Riigikogu supported the increase in gambling tax rates

At an extraordinary sitting, the Riigikogu adopted a law aimed at raising the tax rates for various types of gambling in order to increase revenues to the state budget. Before the second reading, the passage of the law was tied to a vote of confidence in the government.

According to the law, the tax rate on remote gambling and sweepstakes will be increased in two stages: in 2024 the tax rate will be increased to 6%, in 2026 to 7%. The tax rate on lotteries and trading lotteries will be increased from 18% to 22% from 2024; on gaming tables from 1278.23 to 1406 euros; for skill slot machines from 31.95 to 32 euros. According to the explanatory note, the increase in tax rates is planned in such a way that its impact on market participants would not be significant and would not create a need for a fundamental reorganization of the gambling sector.

The bill passed the first reading in the Riigikogu on 17 May. By the deadline, 203 amendments were submitted. On June 8, before the second reading, the government decided to tie the passage of the bill to a vote of confidence, thus taking over the duties of the leading committee. There is no vote on amendments submitted to a draft law tied to a vote of confidence.

In accordance with the agenda, the Riigikogu will continue to consider drafts in the second and third readings. The extraordinary session will last until the agenda is exhausted.
