Roskomnadzor does not plan to introduce licensing for companies that process personal data. This was announced by the department.

Newspaper “Kommersant” reportedthat, according to sources, Roskomnadzor proposes to supplement the draft law on turnover fines for leaks of personal data, which is currently being prepared, with the concept of “special operator”. It is clarified that operators will have to obtain a license from the regulator for data processing.

“The proposals to the draft law do not provide for the need for licensing or the introduction of additional licensing procedures. We are talking about increasing the level of protection of citizens’ data for operators processing significant amounts of such data,” noted in the department (quote from TASS).

Roskomnadzor explained that they propose to establish other responsibilities for operators that process more than 1 million records. In particular, it must be a Russian legal entity that will process data in Russia. In addition, the operator must have at least five employees with higher education in the field of information security, the company itself must have the financial ability to cover losses due to a possible data leak (at least 100 million rubles).

In the winter, President Vladimir Putin instructed the government by July 1, 2023 to consider introducing turnover fines for companies that leaked personal data of Russians.
