After presenting to the plenary session of the Convention Palace a summary of the organization’s work in the last five years, Ricardo Ronquillo Bello opened the concluding session of the XI Congress of the UPEC, which included the participation of the Cuban president, Miguel Díaz-Canel Bermúdez, and other relevant leaders of the Party, the Government, the Institute of Information and Social Communication and organizations closely linked to the world of journalism.
Roberto Morales Ojeda, secretary of organization of the Central Committee of the Party; Inés María Chapman, deputy prime minister; Rogelio Polanco Fuentes, head of the ideological department of the Central Committee of the Party and Alfonso Noya Martínez, president of the newly created Institute of Information and Social Communication, accompanied the debate of the Cuban reporters.

“What would the classics of journalism say if we affirmed that the six traditional questions that we answer daily in professional practice have been surpassed by the dynamics of new media, languages and forms?” he asked at the beginning of his speech.
“Would they call us heretics if they heard us assure that to famous people what, how, when, where, why and why we must add other new questions – essential – if we intend for our content to reach audiences with whom we are not talking today ?
“It is also necessary to ask ourselves: to whom is the message directed? through what channel? with what language? What is the narrative to use? How to be credible to our audiences?
“The latter are questions that today are not always taken into account for the construction of communicative products and achieving narratives that connect with audiences that consider us unattractive, cardboard, our content far from reality, lacking in immediacy, problematization, research in depth, from proven sources and YES abundant notes from tours and meetings that often do not generate news.
“Although all age groups declare Cuban Television as the most used source for information, subjects between 18 and 29 years old use it significantly less than the rest. Between 18 and 39 years old do not indicate the radio as one of the first three options. “Interest in this medium increases as the age of the subjects in the sample advances.”
Legañoa highlighted that we must move from the traditional scheme to multimedia, build new narratives that apply science, bring the media agenda closer to the public, facilitate dialogue between journalistic and non-journalistic productions, transform media organizations into content factories, manage efficiently human resources, identify creative leadership and complementarity between editorial management and economic management, manage

Terrero Escalante summarized the steps taken so far:
—Transitional provision of MFP Resolution 131/2023: “Due to the positive equity result that the units budgeted with special treatment for the media could obtain at the end of 2023, they will not make any contribution to the State Budget.”
—Possibility of financing environmental development projects with the Financial Fund for Science and Innovation (FONCI).
And as most important advances:
—Social Communication Law. Approved in May 2023. Among other options, it reopens doors to advertising and sponsorship, as alternatives that will be economical regulated by the corresponding Decree Law.
—Official start of the Experiment on July 1, 2023.
—MFP Resolution 131. Issued on June 20, 2023. For the creation of the UPTE in the media.

And he identified as obstacles:
—Personnel deficit: Journalists and other professionals in communication and accounting and commercial activity.
—Deficit in material, technological, communication and transportation resources.
—Slowness in action by the administrative bodies to which the media in the experiment are subordinated.
—Climate of uncertainty: Persistent doubts about the scope of the transformation and the steps of the process, within the media in government structures and among the headlines of the press media.
– Resistance to change.
Rosa Miriam Elizalde, first vice president of UPEC, spoke about the role of science and innovation: “We need science, and ethics, to be able to adjust the profound asymmetries that the Internet represents in any society.
