The second tender for the offshore wind park will be announced in November this year

In mid-July, the Seimas adopted amendments to the law, which simplified the conditions for offshore wind park bidders – it was decided that the auction will be considered completed, even if one company expressed its desire to participate instead of at least two that were supposed to participate previously.

The Parliament also decided that instead of the 90 calendar days in force until now, a general term of 120 days will be set for the registration of auction participants. It would be calculated from the date of publication of the information about the planned tender.

Therefore, if the tender is announced as currently planned in the draft – in November, tender participants will be able to submit documents until 2025. March 18 Then the stage of checking the qualifications of the tenderers will begin, which is scheduled for up to 30 working days.

The potential winner of the competition is expected to be announced in the second half of April, then it should be evaluated by the government’s Coordination Commission for the Protection of Objects Important to National Security within a period of up to 60 calendar days.

The total expected duration of the competition is about 7 months, so the winner should be known tentatively in 2025. in the month of June.

VERT intends to approve the new tender description by September 12.

The amendments adopted by the Seimas set a minimum park development fee – this amount will have to reach at least 5 million. euros. In addition, each participant will have to bid at least 5 million in real time. EUR higher development fee than proposed before. The development fee will also be subject to inflation.

Taking into account the annual inflation, the changes also establish the possibility to recalculate the selling price of the electricity produced by the wind power plant every year, depending on the amount of incentives granted by the state.

In addition, it is expected that in cases where the data for calculating the investments required by the developer for the acquisition of power generation equipment and the installation of the power plant are older than the year when the highest possible transaction price was calculated, these data would be indexed by the last year’s annual inflation coefficient in Lithuania.

The previous procedure provided that, when calculating the highest and lowest transaction prices, VERT used publicly available data, which could be 4-5 years old and therefore did not reflect the actual costs of power plants and their connection to the grids. Therefore, the methodology for determining the maximum possible transaction price is changed and it is expected that the maximum possible price should be as close as possible to the costs of electricity production of 1 MWh (megawatt hour).

The first offshore wind park tender in 2023 was won by the company “Ignitis renewables” of the “Ignitis group” with its partner “Ocean Winds”. At that time, the second tender announced in January of this year did not take place, because only one market participant decided to participate in it – the same “Ignitis renewables”.

The European Union (EU) sets the goal for member states that by 2030 there would be at least 60 GW of wind power plants with a total installed capacity of at least 60 GW in the maritime area, and by 2050 – already 300 GW.

As stipulated in the National Energy Independence Strategy (NENS) adopted by the Seimas, by 2030 Two offshore wind parks with a total capacity of 1.4 MW (megawatts) are planned to be installed in Lithuania, and by 2050 the capacity of wind farms must increase to 4.5 GW (gigawatts).
