Members of the Security Council welcomed the agreement reached between the Libyan parties regarding the Central Bank of Libya and its approval by the House of Representatives and the Supreme Council of State. They called on all Libyan parties to fully and quickly implement the agreement, including appointing a board of directors.
In a press statement carried by the United Nations Mission in Libya, the members of the Security Council, within the framework of full respect for the Libyan Political Agreement and the Libyan Political Dialogue Forum road map, called on the relevant institutions to take the necessary steps towards completing the financial arrangements and preparing a unified budget to ensure the stability of the Libyan financial system and the interest of all Libyans. .
The members of the Security Council expressed their concern about the impact of the crisis on Libyan citizens and on the financial and economic situation of Libya, and stressed the need to unify state institutions.
The statement also called on all Libyan parties to participate and cooperate constructively to address the outstanding issues through a comprehensive and purposeful dialogue, which paves the way for the unification of all institutions. They called for greater commitment to a comprehensive political process led and owned by Libyans that would lead to the holding of free, fair, transparent and comprehensive presidential and parliamentary elections in all parts of Libya as soon as possible.
The members of the Security Council renewed their call on Libyan actors and institutions to refrain from and address any unilateral actions that would increase tensions, undermine confidence, and reinforce institutional divisions and disagreements among Libyans.
Members welcomed the resumption of oil production and stressed the need to depoliticize Libya’s oil resources and ensure that they are used for the prosperity and well-being of the Libyan people.
The members of the Security Council praised the efforts of the United Nations Support Mission in Libya for its constructive role in facilitating this agreement and encouraged continued support for its implementation. They stressed the need for the Secretary-General to appoint a new Special Representative of the Secretary-General for Libya as soon as possible, and expressed their readiness to support further efforts aimed at To strengthen the political process and promote peace, security, development and human rights in Libya.
