97 Seimas members voted for it.

Named the circumstances

Prosecutor General Nida Grunskienė, who came to the Seimas in the afternoon, argued to the members of the Seimas why she is asking for the immunity of the parliamentarian to be revoked.

“Today, I am appealing to you for permission to prosecute Seimas member A. Vyšniauskas. I am contacting you because the data obtained during the pre-trial investigation allow us to conclude that Seimas member A. Vyšniauskas from April 23, 2019 to November 13, 2020, as a member of the Marijampolė municipal council and the chairman of the anti-corruption council, may have fraudulently obtained the funds of the Marijampolė municipality,” said N. Grunskiene.

According to the prosecutor, the pre-trial investigation is conducted in accordance with the first part of Article 300 of the Criminal Code – falsification of documents or possession of a forged document, as well as the first part of Article 182 – fraud, and the second part of Article 228 – abuse.

“The data of the pre-trial investigation allow us to reasonably believe that when A. Vyšniauskas was a member of the municipal council, the summaries of his expenses as a member of the council and the documents confirming these expenses, submitted to the Marijampole municipality administration, in settlement of payments for his activities, also include the expenses incurred by other persons , which are not related to the activities of A. Vyšniauskas as a member of the council”, N. Grunskienė taught.

Such conclusions are based on data obtained from various steps in the process. A. Vyšniauskas’ fuel and mobile communication expense summaries, bank statements were checked, based on account inspections, data provided by communication operators and gas stations, and witness interviews.

“Currently, the pre-trial investigation materials contain data on 19 identified cases of possibly forged documents submitted to the Marijampole municipality administration, which contain untrue data about the expenses incurred by A. Vyšniauskas as a member of the council, thus fraudulently acquiring other people’s property – purses belonging to the Marijampole municipality administration funds – a total of 2190.28 euros,” she said.

N. Grunskienė indicated that A. Vyšniauskos was not interviewed.

After the Seimas made a decision to destroy immunity, A. Vyšniauskas will be prosecuted, he will be charged and questioned.

Parties have different views

The serious suspicions that fell on A. Vyšniauskas, who only became the elder of the conservative faction of the Seimas at the end of June, shocked not only him, but also his colleagues – the conservatives thought that it was not by chance that their party member attracted the attention of the prosecutors.

Conservatives considered that the prosecutors could have been hindered by A. Vyšniauskas’ activity in the Seimas investigating the so-called history of the speaker, but also by the MP’s position that judges’ salaries should be higher than prosecutors’.

A. Vyšniauskas himself said to “Lietuvos rytui” a little earlier that he is not an enthusiast of conspiracy theories, but some circumstances in this story raised questions for him.

“It is surprising not only the possible selectivity of the researchers, but also the chosen time to address the Seimas. For some reason, the week was chosen when the candidates for the Seimas can still be selected from the lists, when the election campaign has basically already started”, said A. Vyšniauskas.

Although conservatives were surprised by the troubles that befell A. Vyšniauskas, some of them were not very empathetic and, speaking informally with “Lietuvos ryta”, emphasized that “the stick has two ends”.

“Andrius was a big fan of judging others, maybe that will change now,” the interlocutors thought.
