All this shows that the situation is really extreme, it is obvious”, reads the letter signed by the president of the Croatian National Association of Social Sciences and Humanities, Igno Hofman.

“Please respond quickly and declare an emergency at the state level,” the letter requested.

According to the document, declaring an emergency situation would help farmers avoid sanctions from the National Payment Agency for failure to fulfill obligations or legal requirements.

“The declaration of an extreme situation is an important factor, and at the same time a legal fact, which will help farmers to avoid the application of sanctions or at least to mitigate them due to the implementation of requirements, fulfillment of obligations, compliance with their deadlines,” the letter reads.

The Law on Crisis Management and Civil Protection stipulates that if two or more municipalities declare a state of emergency due to the same event, the National Crisis Management Center (NKVC) assesses the logic of the situation and proposes to the Government to make a decision on the declaration of a state-level state of emergency.

Currently, an emergency situation has been declared in 4 municipalities due to the storm. According to NKVC chief adviser Darius Buta, the municipalities of Prienai, Širvintais, Šiauliai, Šalčininkai, Šakii and Trakai districts are considering the announcement of emergency situations

Therefore, the ministry emphasizes, it is important that farmers record the extent of crop destruction and report them to the municipalities. In this way, municipal emergency management centers will be able to make the necessary decisions.
