THE Spanish Chamber of Commerce supports the approval of the draft Law on Industrial and Strategic Autonomy, arguing that it aims to “review and modernize” the legal framework in which Spanish industry carries out its activities, which the Ministry described as “as stated by the company in a statement” “It is the competitiveness of the economy and the key to the prosperity and well-being of the country”.
given the “manifest” failures of recent decades, the agency is ensuring that legal adjustments to the regulatory environment will help the industry meet current and future challenges.
The bill addresses areas of “unique importance and relevance” such as industrial policy and promotion, reindustrialisation, climate neutrality and circular economy, digital transformation, industrial safety and quality or governance models, he indicated the Chamber in a note.
on the other hand, the institution underlined that a ”modern” regulatory context must establish, in particular, the “appropriate” framework to stimulate the competitiveness of the sector, contributing to modernizing its productive fabric, strengthening its capacity to generate employment quality., promote energy efficiency, strengthen the capacity for innovation, internationalization and digital transformation; and bet on the transition to a circular economy.
For all these reasons, the Spanish Chamber of Commerce declared that it considers it “desirable” to reach the maximum consensus in the approval and request of the new Law on Industry and Strategic Autonomy, and assured that it supports progress towards a rapid development and implementation of a “homogeneous, proportionate and efficient” regulatory framework that responds to the objective of contributing to the relaunch of the sector in our country.
Regarding the new regulatory context, he underlined that it will have to guarantee “coherence, present and future, with the various developments and initiatives promoted by European bodies and/or other ministerial departments”.
He thus argued that a “coherent, coordinated and consensual” action will make it possible to exploit synergies, avoid imbalances and optimize available resources “for the benefit of the entire industrial sector and the general interest of the country”.
The Chamber, in turn, wanted to convey the “willingness to collaborate” with public administrations in the process of effective application of the new law on industry and strategic autonomy, so that it “contributes to strengthening our capacity for economic resilience, to address the present challenges and, in short, the general interest.
regarding the parliamentary process and the future development of the Law, the institution declared that it deems it “necessary” to apply the principle of administrative simplification as a “basic” factor for the competitiveness of businesses.
He also underlined that it is “essential” to ensure the effective participation of the different sectors involved, since this woudl “strengthen” public-private collaboration in the sector and would give “solidity” and “explicit support” to the Spanish industry and Autonomy strategy.Strategic Plan and State Plan for Industry and Strategic Autonomy, contemplated in the law.
In this sense, the Law on Industry and Strategic Autonomy would offer “a governance scheme” to channel contributions from different sectors, with particular attention to the High Level Forum of Spanish Industry.

Dr. elena Torres: thank you for having me. It’s a pleasure to be here!
Editor: Let’s dive right in. The Spanish Chamber of Commerce recently expressed strong support for the draft Law on Industrial and Strategic autonomy. Why is this legislation deemed so critically important for Spain’s industrial sector?
Dr. Torres: Great question! The draft law is viewed as pivotal as it seeks to modernize the legal framework governing industrial activities in Spain. By doing so, it aims to enhance the competitiveness of the economy, which is crucial, especially in our rapidly changing global environment. A modernized framework facilitates better alignment with current market demands and technological advancements.
Editor: That makes sense. The ministry described this initiative as a key measure for economic prosperity. Could you elaborate on how such legal revisions might foster competitiveness?
Dr. Torres: Absolutely. By streamlining regulatory processes, reducing bureaucratic hurdles, and promoting innovation, the law can bolster the capacity of Spanish industries to respond swiftly to market changes. Additionally, it focuses on strategic autonomy, asserting the importance of self-sufficient and resilient production capabilities in critical sectors, which can safeguard against global supply chain disruptions.
editor: Engaging! the notion of strategic autonomy mirrors concerns raised in recent years regarding global dependencies. How does this draft law address these vulnerabilities?
Dr. Torres: The draft law emphasizes key industries that are vital for national security and economic stability. This not only secures jobs but also strengthens local supply chains, making the economy less susceptible to international market fluctuations.
