The State and six civil servant unions sign an agreement against the “heavy risks of life”

A deal “historical”, welcomed the Minister of Transformation and Public Service, Stanislas Guerini, for the benefit of 2.5 million people. The compromise, officially signed on Friday October 20, with six of the seven state civil servant unions (FSU, UNSA, CFDT, CGT, CFE-CGC and Solidaires), provides for “better protect agents and their families against the serious risks of life” – long illnesses, disability or death. These new guarantees will represent a cost of up to 400 million euros per year for the State.

Of the “major advances”specified the minister, who come “correct injustices” between public and private. “Contrary to certain preconceived ideas”he continued, civil servants are not protected ” come what may “. “Their situation is often more fragile than that of private sector employees”, explained Mr. Guerini. And 1 million of them are not covered by insurance against incapacity, invalidity or death.

For the minister, who has set himself the priority objective of strengthening the attractiveness of the civil service, this new stage will make it possible to “restore dignity to the exercise of professions”. It is part of a series of agreements reached in recent months on the same theme: that on the health of state agents, on January 26, 2022; that on the health and welfare of local authority officials, on July 11.

A seriously ill agent can now benefit from a three-year leave of absence. He receives 100% of the remuneration the first year (but without bonuses), then half the following two years. The agreement provides that bonuses will be included in the first year, and remuneration will be guaranteed at 80% until the end of the shutdown.

An agent who becomes disabled is automatically removed from the public service. He is retired, regardless of his age. This automatic deletion will be removed, in order to encourage a return to work and the possibility of continuing to acquire retirement rights. Furthermore, the State will guarantee its disabled agents an annuity covering 40% to 80% of their final salary, depending on the level of disability.

Finally, in the event of death, the beneficiary now receives the equivalent of one year’s remuneration, subject to age. Nothing is provided for dependent children. From now on, the death benefit will be increased to two years’ salary, without age conditions. And an “education pension” will be paid to orphans.
