The Ayu company is one of the largest enterprises for the production of alcoholic beverages in Kyrgyzstan.

Since September 1 last year, Kyrgyzstan has a 100% state monopoly on the production, import, storage and sale of ethyl alcohol. Since then, the alcohol business has been forced to buy alcohol only from the state and only at the Kara-Balta distillery, as well as to stop its own production.

The Cabinet of Ministers, to control the production and circulation of ethyl alcohol and alcoholic products, created the State Agency for Controlling the Production and Circulation of Ethyl Alcohol and Alcoholic Products.

According to the president, more than 10 billion soms were returned to the budget within 2.5 years as part of the so-called “custurization”. Earlier, Japarov said that as a result of the fight against corruption, the authorities collected more than 15 billion soms.

He noted that data on who paid how much is not in the public domain due to the fact that the detainees themselves “asked not to advertise.”

“If anyone is interested, be it politicians, journalists or deputies, please contact us. We will show you the whole list and amounts. We have nothing to hide. We work openly,” he said.

Having come to power, Zhaparov announced “cousturization” – this is a way to fight corruption. The fight against corruption and the detention of officials is carried out by the State Committee for National Security, headed by Japarov’s associate Kamchybek Tashiev.

The head of the State Committee for National Security has repeatedly said that the department will actively fight corruption. However, most often high-profile detentions ended with officials accused of corruption paying the amount of damage they caused, which was determined by the State Committee for National Security, and they were released under house arrest. One of the most high-profile cases of “custurization” is the detention of the ex-deputy head of the Customs Service Raiymbek Matraimov.

According to the algorithm, the collected funds are first transferred to the deposit account of the State Committee for National Security, then to the Ministry of Finance, and from there they are distributed according to expenditure items.
