United Russia has rejected the question of initiating a parliamentary investigation, proposed by the Communist Party of the Russian Federation, due to the publication of a video recording of the torture of prisoners in Russian colonies, which was previously published by the human rights project Gulagu.net. This was announced on his Facebook by the deputy from the Communist Party of the Russian Federation Aleksey Kurinny, who introduced this resolution. His speech was broadcast on the website of the State Duma.

The communists planned to send an investigation to the Security and Corruption Committee. According to the deputy Alexei Kurinny, the parliament could prepare proposals that would not allow new torture of prisoners, or advocate prosecution for the dissemination of false information.

“It is proposed to instruct the State Duma Committee on Security and Anti-Corruption to request and study the necessary information posted in the media, the Ministry of Justice of the Russian Federation, the Investigative Committee, the General Prosecutor’s Office and, based on the results, give an opinion on the need for a parliamentary investigation or other form of public consideration of these facts by The State Duma of the Federal Assembly for a deep analysis of the reasons and the preparation of relevant proposals or prosecution of persons who disseminated inaccurate information, “- made a proposal, Mr. Kurinny.

However, the deputy from United Russia and the deputy head of the profile committee Anatoly Vyborny rejected the proposal, explaining the decision by the fact that the parliamentary investigation would affect the activities of the investigation and the court in conditions when criminal cases have already been initiated. “The protocol order is not consistent with the regulations of the State Duma, namely Part 1 of Art. 60. It is not clear exactly what issues are being discussed, which requires additional information to prepare them for consideration by the Chamber. And most importantly, this is important: even if a parliamentary investigation is initiated, this will inevitably affect the activities of the inquiry, investigation and court, and this directly contradicts paragraph 3 of part 2 of Art. 4 of the Federal Law “On Parliamentary Investigation”, – explained Mr. Vyborny.

According to the data published on the website of the State Duma, the consideration of the initiative was distributed as follows:

  • For – 96;
  • Against – 261;
  • Abstained – 1.

The deputies voted as follows:

  • United Russia – 258 against;
  • Communist Party of the Russian Federation – 53 votes in favor, 2 votes against;
  • Fair Russia – For the Truth – 23 votes in favor;
  • Liberal Democratic Party – 12 votes in favor, 1 vote against;
  • New People – 7 votes in favor;
  • Deputies not included in the faction – 1 “abstained”.

A total of 358 deputies voted.

In early October, the human rights project Gulagu.net posted a video of the torture and rape of prisoners on its YouTube. According to human rights activists, the recordings were made in the Saratov tuberculosis hospital of the Federal Penitentiary Service No. 1, as well as in the colonies in the Belgorod Region and Kamchatka. Human rights defenders received materials from a programmer who, during his imprisonment, had access to the computers of the Federal Penitentiary Service in the Saratov region.

On October 14, the Federal Penitentiary Service asked Gulagu.net for a video archive of torture of prisoners for investigation. Investigators opened several criminal cases on the facts of torture of prisoners in the Saratov region, and the FSB and the Prosecutor General’s Office announced a series of checks. Against the background of the incident, the head of the Federal Penitentiary Service of the Saratov Region resigned.
