The issue of canceling the mandatory technical inspection of personal vehicles will be a priority for the State Duma. On December 21, the draft will go through a second reading, with final adoption expected this week – before the end of the session.

“A lot of bills in the second reading, including the long-awaited bill for motorists on the abolition of the mandatory technical inspection for vehicles belonging to individuals,” said the first vice-speaker of the chamber Alexander Zhukov following the results of the Council of the Duma.

Earlier, the chairman of the chamber, Vyacheslav Volodin, emphasized that it is important to adopt the bill on the abolition of compulsory technical inspection by the end of the year, so that in 2022 the new standards will start working.

This decision, the speaker said, will affect about 50 million vehicles, which means it will make their owners easier.

According to Volodin, the bill was finalized in the interests of citizens, so that there are no discrepancies. This was necessary to prevent disruptions in enforcement. As a result of the revision, the possibility that the owners of personal vehicles will be fined for driving without a diagnostic card will be excluded.

Inspection, according to the initiative, will have to take place only when registering, changing the owner of the car, as well as changing the design or replacing the main units of the car. In all other cases, citizens will be able to receive a diagnostic card on a voluntary basis. However, for commercial vehicles, the procedure is still mandatory.
