The State Duma in the second reading approved new penalties for driving after deprivation of rights

The State Duma adopted in the second reading a bill toughening the punishment for drivers who get behind the wheel after the deprivation of their rights. Amendments to the Code of Administrative Offenses and the Criminal Code of the Russian Federation provide for an increase in the size of the fine and the abolition of the possibility for offenders to pay fines at a discount. Currently, for driving a car, a driver deprived of his license can be fined 30,000 rubles, arrested for up to 15 days, or sentenced to compulsory labor for up to 200 hours. A group of deputies led by Irina Yarovaya proposed tightening the sanctions. For a repeated violation, they propose a fine in the amount of 50,000 to 100,000 rubles. It is also possible to be punished with compulsory work from 150 hours.

If the violator gets behind the wheel for the third time in a year, it is proposed to initiate a criminal case against him. In this case, the violator will have to pay a fine of 200,000 rubles. He can also receive a punishment in the form of 360 hours of compulsory work. The maximum punishment for offenders who are caught for the third time in a year will be imprisonment for up to one year and confiscation of the car. The car will be taken away only if it belongs to the convict.

For the second reading, the State Duma proposed another amendment to Art. 12.7 of the Code of Administrative Offenses. According to it, citizens who are deprived of a driver’s license and caught driving will not be able to use a 50% discount on paying a fine. At the same time, there is a list of compositions that exclude the discount, including drunk driving and refusal of a medical examination.

However, State Duma deputy Alexei Kurinnoy noted the lack of rigidity in the wording of the amendments. According to him, in 9 out of 10 cases, citizens who were previously deprived of their rights get behind the wheel of someone else’s car. “What we accept will sound loud, but will not work,” Kurinnoy concluded. Nevertheless, the draft was approved in the second reading, the third reading will take place on July 6.
