The State Duma approved in the first reading a bill on the transfer of young athletes to foreign professional sports clubs. According to the document, young athletes under 23 will have to pay compensation to their sports schools in this transition. Currently, the sports organizations that raised the athlete do not receive compensation for the costs.

The project was submitted to the State Duma in September. It is primarily about the payment of compensation to sports schools in which Russian hockey players are trained. The bill provides for exceptions under which the athlete will be exempted from paying compensation. This will happen if the athlete has not received offers to conclude employment contracts from Russian sports clubs.

Sports Minister Oleg Matytsin, commenting on the draft law on compensation, noted that this applies to all sports. “Of course, we know that the issue of the outflow of young, talented athletes who are recruited by foreign clubs is especially acute in hockey, much more acute than, for example, in football, which is explained by the strength of the national hockey school,” said Mr. Matytsin. In his opinion, a system of compensation for the costs of training athletes should exist, since the state spends considerable resources to educate talent.
