The State Duma submitted for consideration a bill to allow the purchase of a car for maternity capital. The corresponding document was presented to the speaker of the lower house Vyacheslav Volodin by the head of the committee on family issues, Nina Ostanina.
“The issue of directing maternity capital funds for the purchase of a car is one of the most popular in the parent community,” the explanatory note says. The text of the draft specifies that if a car is purchased from family capital, it cannot be sold for three years from the date of registration.
Now the direction of spending funds in the Federal Law on Maternity Capital includes improving housing conditions, getting children educated, receiving a monthly payment from maternity capital, as well as the formation of a funded part of the labor pension for women.
On January 16, Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, told Vedomosti that Russians should be given the opportunity to choose what to spend their mother’s capital on. He clarified that amendments to the law, for example, on payment of housing and communal services, could “dilute” the emergence of family capital. “Perhaps it makes sense to let people choose based on their needs,” Nilov said.
