The State Duma proposed to dismantle 70% of traffic cameras

In the field of road safety, it is necessary to restore order and conduct an audit, according to the results of which it would be possible to dismantle about 70% of the cameras for recording violations on the roads. Yaroslav Nilov, Chairman of the State Duma Committee on Labor, Social Policy and Veterans Affairs, announced this on his Telegram channel.

Nilov proposed to reduce the number of road complexes for photo and video recording of violations in the context of media publications about a driver being fined for not wearing a seat belt on a teddy cat. According to the deputy, a large number of cameras “seriously deformed the traffic police system, whose employees were called upon to partially (and unsuccessfully, as it turned out) replace the fixation complexes.”

He stated that road safety with cameras is in most cases a myth that has been monetized “in favor of regional budgets and device owners.” The head of the committee recalled the submission to the State Duma of a bill that allows motorists to be attracted with the help of fixation complexes only for speeding violations and a number of other violations.

“In general, it is high time to put things in order in this area, conduct a thorough audit and, based on the results, at least 70% of the cameras are simply dismantled. Today, these are wallets, not security tools,” Nilov said.

Earlier, the State Duma Committee on Transport developed a bill that proposes to establish the grounds and conditions for the use of complexes for automatically fixing violations on the roads, Kommersant wrote with reference to Roman Kildyushkin, a representative of the Ministry of Transport. The bill passed the first reading in the State Duma in 2018 and was supplemented by the second reading.

According to Kildyushkin, the document proposes to introduce a list of places for installing cameras, describe the procedure for their placement and give the government the right to establish requirements for cameras. As the publication found out, it is planned to add a chapter to the law on roads and road activities with requirements for traffic cameras, their placement and use. If passed, the bill will enter into force on March 1, 2023.
