The Steering Committee, monitoring and evaluation of the implementation of the transition schedule held its second working session on Wednesday, July 12 at the Ministry of Territorial Administration and Decentralization (Kaloum). On the agenda, presentations of the summary of the work of the Technical Committee, the chronograms of the National Plan for the administrative census for the purpose of civil status and the RGPH 4 (General census of the population and housing) , preceded by the reading, amendment and validation of the minutes of the first working session. All in the presence of several members of the government (Telecoms and government spokespersons, Economy and Finance, Foreign Affairs, Information and Communication, Planning and Cooperation), ambassadors of member countries of the Economic Community of African States West (ECOWAS) and the European Union.

Once again, the discussions took place behind closed doors, after which Rose Pola Pricemou declared that the Committee is “on the right track”. According to the Minister of Planning and Cooperation, the transition schedule is following its normal course, in accordance with the pre-established program. According to her, the pilot mapping of the general population and housing census starts on July 14. “This will make it possible to make a digital breakdown and to know in a provisional way how to do the count”, explains Rose Pola.

Money, always a problem

The Minister of Territorial Administration and Decentralization announces that a large batch of equipment has been received by the Ministry of Planning on behalf of the RGPH 4. The agents responsible for mapping would be recruited for training. Still according to Mory Condé, two draft bills relating to the administrative census for civil status and the identification of natural persons have been submitted to the CNT. “Calls for tenders are ready to be launched for the acquisition of equipment for the preparation of the electoral register”, he assures.

Except that the mobilization of resources to finance the implementation of the timetable is still dragging on. Mory Condé explains that to date, the government has ordered the disbursement of 150 billion francs out of a total of 400 billion. “We reminded the technical and financial partners of the need to fulfill their promise as quickly as possible. During the first session, many of them made commitments on the amount they want to make available to us. Nothing has changed yet”.

The representative of ECOWAS, Louis Blaise Aka-Brou said he was satisfied with the level of progress in the process of implementing the ten points of the transition schedule.
