“Government Legal Director, the four years I was there.” That is the message sent by the Colombian ambassador to Argentina, Camilo Romero, to Olmedo López on May 3, 2023. He was referring to Pedro Rodríguez, who worked with him during his management in the Nariño Department. A PDF resume appears in the conversation along with three others that Romero also sent to the former director of the National Risk Management Unit.

All those names were employed in the Unit to the point that Yezid Salamanca is still there, who was first a contractor and then a consultant to the current director, Carlos Carrillo, and is in charge of solving the problem with the residents. na Rosas in Cauca, the Government did not fulfill its promises regarding resettlement, housing and productive projects after the disaster that affected more than 700 families.

On June 23 of last year, the UNGRD published a statement with the possession of Rodríguez, just over a month after Romero proposed his resume to the director. The photo is in the statement of the oath that Rodríguez made to Olmedo López. He was hired as a consultant. “During his extensive professional career, the new advisor to the General Directorate has experience as a manager in the Nariño-Ok Mutual Benefit Association and as a regional advisor for the Nariño Department of the National Federation of Departments. Likewise, he was a delegate of the National Electoral Council for the Department of Meta in the 2020 elections, head of the Legal Advisory Office of the Government of Nariño,” the statement said.

Only three months after being appointed as a management consultant, the UNGRD began structuring the contract for the tank trucks for La Guajira, which was finalized and signed in October of that year. The participating companies were Luket SAS, Brand SAS and Impoamericana Roger, all from the Nariño contractor Luis Eduardo López. He tried to deceive the authorities with a mix of names in the management and legal representation of his companies to believe that it was a competition between different companies, but in reality he was the brain behind the hiring.

Impoamerciana Roger finally won the project for 46.8 billion pesos and then came the payments in tulas, the cash, the meetings and conversations with the presidents of the Congress, the exalted councilor for the regions, Sandra Ortiz, and the conclave meetings appointed to Olmedo. he referred to the justice system as part of the “criminal organization”, a description used by the Prosecutor’s Office itself in the hearing to bring charges.

EL COLOMBINO learned the details of López’s statement about the role of Rodríguez, who is still at large, in the entire corruption network. The contractor is seeking an agreement with the Prosecutor’s Office that will allow him to spend fewer years in prison, after returning 4,000 million pesos. López Rosero told the prosecutor that Olmedo’s consultant asked him for 700 million pesos in cash as a fee to win the contract. Finally, of those 700 million, 300 were delivered in Bogotá directly to the consultant and the other 400 were made by transferring to Rodríguez’s partner. Once the payment was made, the UNGRD decided to deliver the contract to the businessman Pastuso. López went to the company Kewnworth de la Montaña at its headquarters in Pasto and bought the tank trucks for 600 million each, although the UNGRD charged them twice, at 1,200 million pesos.

The confusion of the 8,000 million

In the indictment hearing in which the Prosecutor’s Office directly targeted the Minister of Finance, Ricardo Bonilla; to the former director of the National Intelligence Agency, Carlos Ramón González; and the former councilor for regions, Sandra Ortiz, to participate in the charter of a corrupt organization, the movement was clear with the 4,000 million pesos that would be delivered to Iván Name, the former president of the Senate and Andrés Calle, former president of the Chamber (Both deny it).

According to the support of the Prosecutor’s Office, in October the payment was made to Name and Calle – for the local elections that month – and for that, the former deputy director Sneyder Pinilla would have received a loan that would be paid more recently with the money paid by the contractor the tankers are delivered directly to him in January of this year and with interest for a total of 4.2 billion. The two witnesses have evidence, conversations and photographs of the two movements with the money in black bags and the coordination with Sandra Ortiz and Andrés Calle to obtain the resources of Bogotá and Montería.

EL COLOMBIANO saw Ambassador Romero in Argentina and said he would answer a questionnaire sent to him by this newspaper. However, so far he has not responded. The Prosecutor’s Office is also making progress on the names of those involved in the scandal, such as Rodríguez, who may contribute to providing relevant information that gives clues as to who else was involved. Specific actions regarding former councilor Ortiz are expected in the coming days.

The departure of Carlos Ramón González

The last step taken by the Government of President Gustavo Petro was to decide on the departure of Carlos Ramón González, one of his closest allies from the time he was a guerrilla of the M-19. González was the director of the Administration Department of the Presidency (DAPRE) when the Unit’s bribes to congressmen allegedly took place. The president accepted his resignation, after saying he considered his connection to the scandal inconsistent with civilian intelligence agency guidance. González is the second government official to fall, after Petro also asked Sandra Ortiz to leave, who, it is said today, is the cornerstone of the scandal and who could be an important informant for the Prosecutor’s Office.
