Reading the framework letter sent this summer by the government to the social partners, no one risked betting on an agreement. The scenario of a new failure, after that which had allowed the State to take control of unemployment insurance four years before until today, appeared to be the most probable. It was a priori the one targeted by the executive, as the constraints imposed appeared significant, reminiscent of 2019.
These were financial constraints, with the desire to increase the drain on Unédic’s resources to finance France Travail. But also political constraints, with the desire to have the unions take action, always against the pension reform, its consequences via a reduction in the rights of unemployed seniors.
