The urban landscape of Quito, Ecuador, has witnessed a remarkable transformation with the implementation of the innovative metro system known as Line 1. This project, supported by the World Bank, has not only redefined mobility in the Ecuadorian capital, but It has also set a precedent for sustainable urban development globally.
The comprehensive transportation system approach, known as the Hierarchically Integrated Transit System (STJI), has been instrumental in addressing the needs of a densely populated city like Quito, which faced limitations in its transportation infrastructure. With 81 kilometers of bus corridors already at their limits and restrictions on expansion in the UNESCO-protected historic center, Metro Line 1 was presented as a necessary and effective solution.
The lessons learned from this project are diverse and valuable:
Social Inclusion: The focus on inclusion has made it possible to close socioeconomic gaps and improve accessibility for all citizens. From physical integration with BRT stations to gender and disability considerations in design, the Quito Metro has demonstrated how public transportation can promote social equity and provide opportunities to previously marginalized communities.
Environmental Sustainability: Metro Line 1 has emerged as a model of environmental sustainability by drastically reducing harmful emissions. With its all-electric system and the capacity to transport more than 600,000 passengers daily, the metro is estimated to save 67,000 tons of CO2 emissions per year, thus offering clean and efficient transportation for the city.

Integration of Transportation Systems: Integration with other urban transportation systems, such as the BRT and pedestrian routes, has been key to the success of the Quito Metro. This collaboration demonstrates the importance of considering the transportation ecosystem as a whole and ensuring that new initiatives complement and enhance existing infrastructure.
Strategic Alliances: The project’s success has also been driven by strong alliances between multiple stakeholders, from multilateral financing to collaboration with the private sector in the construction and operation of the system. These partnerships have shown that strategic planning and international cooperation can overcome challenges and ensure successful outcomes.
Data-Driven: From project inception to completion, data has been instrumental in informing decisions and minimizing risks. A solid data-driven approach has facilitated bidding, reduced costs, and ensured overall project success.
