The news surprised more than one. On June 29, 2022, the head of MONUSCO, Madame Bintou Keita, revealed that the M23 is behaving more and more like a conventional army with increasingly sophisticated firepower and equipment. While this new development undoubtedly justifies a significant increase in the operational capabilities of MONUSCO and the FARDC, it should not alarm specialists in strategic and tactical issues.
In this new configuration, the FARDC now constitutes the reactive force and their strategy should logically migrate towards insurrectional type methods, in a first phase of tactical rebalancing, to end in a conventional deployment of full power, in the final phase of annihilation of the M23. This article develops a concept based on Tactical Small Units, to allow the FARDC to regain control in the face of an over-equipped enemy, but whose apparent operational superiority contains intrinsic vulnerabilities which can ultimately cause its rout and fall.
