“The temporary workers recruited for the Covid emergency are to be hired”

Hiring the precarious health workers recruited during the Covid emergency. This is the proposal put forward by the Italian Federation of Healthcare and Hospitals to the institutions on 8 October last to ask for the stabilization of the professionals working on the front line during the pandemic, and which has obtained full support and support from the National Federation of the Orders of Doctors and of Surgeons and Dentists (Fnomceo), the National Federation of Orders of Nursing Professions (Fnopi), the National Federation of Orders of Health Technicians of medical radiology and of technical health professions, of rehabilitation and prevention (Fno Tsrm and Pstrp), the National Federation of Obstetric Colleges (Fnopo), the National Federation of Italian Veterinary Orders (Fnovi), the National Council of the Order of Psychologists (Cnop), the National Council of the Order of Social Assistants (Cnoas) and the National Order of Biologists (Onb).

“We saw them harnessed in the ward for hours in full suits, helmets and masks. Yet they are by no means heroes with superpowers; they are young doctors, nurses, health workers called to perform exceptional work with precarious contracts. We owe them not a simple gratitude for the last few months, but a real recognition for the next few years. And this passes from the possibility of hiring them, guaranteeing them contractual stability and training courses to develop new skills within the national health system. The request to hire the 53,000 temporary workers is a question of the future – declares Giovanni Migliore, President of Fiaso -. Any project for the health of tomorrow, in fact, can only go through investment in human resources. Even more so after the experience of the pandemic which, on the one hand, highlighted the fragility of the system, on the other hand demonstrated how the national health service is an indispensable value. During the Covid emergency – he continues – the public health agencies have provided an effective response and have shown resilience. And this happened largely thanks to the many health workers on the front line, young people and recent graduates, called to strengthen hospital departments, prevention departments, vaccination hubs, laboratories ». “We appreciate the idea of ​​stabilizing the doctors who are eligible and who have committed themselves against Covid, and, in general, the more than 53 thousand precarious professionals – he declares Filippo Anelli, President of Fnomceo -. We therefore ask the Minister of Health, Roberto Speranza, to convene the Consultation of Professions as soon as possible, in order to agree, all together, shared solutions and methods to be brought to a technical consultation table dedicated to defining the contractual aspects. We also believe it is necessary to integrate Fiaso’s proposal with a solution to the very serious problem of the shortage of doctors in the area. We express our gratitude to the young colleagues who put themselves at the service of the country during the pandemic, responding in an affirmative and convinced manner to the recall referred to in Article 9 of the Code of Ethics – he continues -. It is right and proper that our gratitude, that of all citizens, of the Republic is translated into a concrete and advantageous gesture for the proper functioning of the National Health Service ».

The final document contains two hypotheses for amendment Article 20 of Legislative Decree 75/2017: the first provides that anyone who has accrued, as of 31 December 2022, employed by the company or body of the National Health Service, at least twelve months of service can be hired; the second, on the other hand, involves those who have accrued, as of 31 December 2024, employed by the company or body of the National Health Service, at least thirty-six months of service.

The professionals recruited in the emergency: the numbers since the beginning of the Covid emergency have been recruited with extraordinary methods 66,029 precarious, used to respond to the health crisis in activities such as hospital care, contact tracing, increasing the number of tampons and the vaccination campaign. Specifically, the recruited staff is represented by 20,064 doctors and 23,233 nurses. The remaining 22,732 units are made up of social and health workers and other professionals (radiology technicians, laboratory technicians, health assistants, biologists, etc.). From the total audience of 66,029 temporary workers, non-specialized qualified doctors, postgraduates enrolled in the fourth and fifth years and staff placed on retirement but recruited with self-employment assignments must be subtracted. The number of temporary workers affected by the stabilization procedure is therefore equal to 53,677. Taking into account the intense need expressed in the last year and a half, it is likely to affirm that all the operators available on the labor market have been recruited and that therefore any selection procedure of the personnel would in any case concern this same working population now in service in the structures with flexible employment contracts. The Fiaso study on health care personnel needs According to the study conducted by Fiaso with the support of SDA Bocconi, between 2020 and 2024 – the period considered in the proposed amendment to article 20 of the Madia Law – the retirement of 35,129 doctors, 58,339 nurses and 38,483 other personnel. Analyzing the outflows from the work activity of health personnel with those in entry, represented by those who have completed the training course and are available on the labor market, with respect to the turnover of health personnel it is possible to observe that between 2020 and by 2024 there will be approximately 8,299 doctors and 10,054 fewer nurses available to the NHS.
