By majority vote, with 32 in favor and 18 against, the Constitutional Affairs Committee of the Chamber of Deputies approved the opinion that reforms the Constitution in terms of National guardwith which incorporates this security body to the Secretariat of National Defense (Sedena).
Among the changes approved by legislators of Morena and its allies of the Labour Party (PT) and the Green Ecologist Party of Mexico (PVEM) is that members of the National Guard will be tried by military courts, just like members of the Army, Air Force and Navy.
In addition, it is granted powers to investigate by establishing that “the investigation of crimes corresponds to the Public Prosecutor’s Officeto the police and the National Guard.”
With these changes, the National Guard will no longer belong to the Secretariat of Security and Citizen Protection (SSPC), which will formulate the National Public Security Strategy, the respective programs, policies and actions.
The ruling also added to the Army, Navy and Air Force so that the President of the Republic can use these institutions to support public security.
In the transitional articles it establishes that whoever commands the GN must have the rank of Major General of the National guard active, as long as there is no trained personnel in that body, the position will fall to a Major General of the Army.
However, the coordinator of the Institutional Revolutionary Party (PRI), Ruben Moreirawarned that the approval of the reform is not the solution to the insecurity that exists in the country.
“There are many parts of the country where peace is presumed today and what they have is territorial control of drug trafficking or criminal gangs that… today they get more income from collecting protection money than from the trafficking, sale or production of drugs.”
