Commonly called “the Two Sessions”, these meetings bring together the country’s deputies and political advisors to take stock of the past financial year and draw up the main axes of the new campaign in the political and economic fields.
This year, the debates will focus on issues related to China’s positioning on the international scene, as well as the revival of economic growth, particularly after the decline recorded in foreign investment and the fallout from the real estate crisis.
With nearly 3,000 elected deputies across the country, the NPC is China’s supreme legislature. It oversees the government and the justice system and determines major issues relating to the functioning of the state.
The tasks of the NPC annual meeting include reviewing the annual work report of the central government, which includes, among other things, the official gross domestic product forecast, hearing the work reports of the Assembly Standing Committee , the Supreme People’s Court and the Supreme People’s Procuratorate.
This meeting examines the annual economic and social development plan and the central and local budgets.
Established five years before the NPC, in 1949, the CPPCC is China’s main political advisory body, whose role is to facilitate multi-party cooperation and political consultation in the country. Members of its National Committee meet to discuss important political, economic and social issues and to make proposals.
About 5,000 people, NPC deputies and members of the CPPCC National Committee, attended the Two Sessions. They include leaders, economists, entrepreneurs, artists, renowned athletes and representatives of other sectors of society.
NPC deputies can submit motions, which are legally binding once passed, while members of the CPPCC National Committee can submit non-binding proposals.
To be elected, a direct election system is adopted for the selection of deputies at the township and county levels, while deputies at the prefectural, provincial and national levels are elected by lower-ranking deputies. The latter are subject to the control of the voters of their constituency or of the units which elected them.
