The Gardman-Shirvan-Nakhijevan Pan-Armenian Union has issued a statement addressing the unilateral settlement policy implemented by Azerbaijan in Nagorno-Karabakh.
“Armenpress” presents the statement in full.
“Azerbaijan continues the policy of continuous and unilateral settlement of Nagorno Karabakh, the territories under its actual control, which is a violation of point 7 of the tripartite declaration of November 9. The latter assumed that “internally displaced persons and refugees return to the former Nagorno-Karabakh region and adjacent regions under the supervision of the Office of the United Nations High Commissioner for Refugees.” However, Azerbaijan not only did not promote or initiate the 2020 Nagorno Karabakh withdrawal. The return process of the displaced Armenian population after the 44-day war, but also in 2023. in general, ethnically cleansed more than 100,000 native Armenians living in the remaining part of Nagorno-Karabakh, practically depopulating the entire Nagorno-Karabakh within 3 years.
In parallel, Azerbaijan is unilaterally continuing to accelerate the settlement of settlements abandoned by Armenian refugees with persons of unknown identity and origin without any control in the territories under its control, describing this process as “return to the homeland” or “restoration of historical justice”.
However, under such pathetic formulations, the Azerbaijani propaganda machine packs a whole set of problems. First of all, thus, Azerbaijan aims to create an exclusively Azerbaijani demographic in the entire Nagorno-Karabakh, excluding the provision of any security guarantee in the event of the return of forcibly displaced Armenians. On the other hand, it is still problematic who resettles in Nagorno Karabakh. Especially in the case that most of the former residents of the regions adjacent to the former Nagorno-Karabakh have not yet been resettled, so the question arises: why does Azerbaijan not allow the entry of not only Armenians, but also its own citizens?
