American diplomacy tries to avoid the union of its adversaries, and to bring together its reluctant allies. China is Washington’s main concern. Americans fear that the war in Ukraine will solidify the alliance between Beijing and Moscow, and contribute to dividing the world into two opposing blocs.
The meeting Monday in Rome between Jake Sullivan, the American national security adviser, and Yang Jiechi, the most senior official of Chinese diplomacy, planned for several months, was to be largely devoted to Ukraine.

“We have made it known directly to Beijing that any attempts to circumvent the sanctions or to help Russia offset them will have consequences”Jake Sullivan warned Sunday in an interview with CNN. “We are closely monitoring the extent to which China actually provides any form of support, material or economic, to Russia… We will not allow this to continue.”
