A video of the attack on the Moscow multifunctional center (MFC) appeared on social networks. The footage published on the Internet shows several people running along the corridor. The last of them is a guard who holds onto the lower back. And behind him appears a man in a black hat and a black and orange jacket. He holds a pistol in his hands, which soon jammed.
The incident took place in the afternoon of December 7 at the Ryazansky MFC on 1st Novokuzminskaya Street in the southeast of Moscow. The intruder entered the building and opened fire on people. The man killed two and then tried to hide. In addition to a pistol, he had a knife, said senior police lieutenant Georgy Domolaev, who, according to the Ministry of Internal Affairs, detained the shooter:
“I was at the workplace. Hearing the sounds of a fire alarm and characteristic pops, he ran out into the corridor and saw a citizen running away towards the exit of the MFC. Having made the decision to detain him, I followed him. During the arrest, this citizen resisted. I saw a knife and a firearm on his belt. I didn’t let them be used, I neutralized the man and waited for the help to arrive ”.
According to the capital’s mayor’s office, the shooting injured four people, including a 10-year-old girl. All of them are in serious condition. The security forces blocked traffic at the scene of the incident – now investigative actions are underway there, said the correspondent of Kommersant Roman Dorofeev:
“This is a three-story building, which houses the Ryazansky International Financial Center, the Ryazan District Administration and Council of Deputies, and several other social organizations. Now this territory is cordoned off, it is impossible to go there. There are a lot of cars of law enforcement agencies parked around. A traffic police officer regulates traffic near the house, the territory is cordoned off, red and white ribbons are stretched out – along them there are police officers who ask people who accidentally walked behind them to leave.
An engineering and sapper center worked near the MFC. His staff apparently examined the building for explosives, bombs, and so on. He has already left. It was said that the evacuation was carried out, the MFC employees, those who came here were brought out. “
The official representative of the Ministry of Internal Affairs, Irina Volk, said that the attacker of the MFC was a 45-year-old resident of Moscow. According to sources of news agencies, the man’s name is Sergei Glazov, a former military man who was demobilized from the army in 2010 with the rank of lieutenant colonel.
According to preliminary reports, the man started shooting after the guard asked him to put on a medical mask. This behavior could have provoked several factors at once – from the general fatigue of citizens from epidemiological restrictions to the use of psychotropic substances, says the chief physician of the Addiction 24 clinic, Alexey Kazantsev:
“The psyche, of course, was affected by the pandemic. And masks, and searches, and remarks from a mentally healthy person can cause irritation. He can swear, refuse and leave.
All other people who grab a gun, begin to smash shops, attack security guards or those officials who reprimanded them, suffer from certain personality disorders.
This may be the so-called explosive psychopathy or some kind of neurotic disorder. Also, such conditions can provoke the use of psychoactive substances. They manifest themselves in the form of persecution delirium, paranoia, respectively, such citizens can react to any comments. An absolutely mentally healthy person will not behave like that. But personality disorder is not a disease, that is, it is considered sane. ”
According to news agency sources, the man fired an unregistered American Glock pistol, and there was no panic button in the MFC where the incident took place. However, the vice-mayor of Moscow Anastasia Rakova denied the last statement. Such organizations are poorly guarded, so it is almost impossible to avoid such tragedies, says Mikhail Pashkin, chairman of the coordinating council of the Moscow Interregional Trade Union of Police and Rosgvardia:
“You cannot put a framework in all state institutions: there simply will not be enough money. They are not in the MFC either, there is a girl standing there, giving out masks at the entrance, or some young man, a pensioner. That is, it is almost impossible to prevent such cases. We have plenty of combat weapons. In a difficult situation, including an international one, when psychosis is on the radio and on TV, some people go crazy. Their anger, associated precisely with the difficult economic situation, leads to such things. I think there will be no less, and no prohibitions can limit it. “
According to the Investigative Committee, the man who started the shooting at the MFC will have to undergo a psychiatric examination. According to preliminary information, the shooter has not been previously tried. The Main Investigation Department of the TFR in Moscow opened a criminal case under the articles “murder of two or more persons” and “illegal arms trafficking”.
