The great merit of ‘The work that exists and the basic income’, written by Patricia Baratto e Robert Julian, (Ponte Sisto Edition), is to tackle this topic in an innovative way by asking questions and advancing possible solutions. The text focuses on the macroeconomic terrain but not only. He never loses sight of people.

The first part proposes an analysis of the reasons and motivations of the citizens who have turned to the job centres, evaluate their expectations, their doubts and their work history. The second part of the book deals with the tools currently available to support the active policies for work, but also an analysis of how they work, highlighting their critical issues.

The node of active policies

The authors highlight the failure of the Basic income with a view to its purpose, but objectively they recognize that if there hadn’t been the RdC, the pandemic would have been an even more dramatic period for many Italian families.

Patrizia Baratto and Roberto Giuliano identify the lack of active labor policies in the disarticulation between the state, businesses and training institutions. The assumption of the two authors is that a welfare income cannot be received without carrying out an educational function, an internship or a socially useful job. Any form of income support must be correlated to an activity, be it training or social, furthermore a synergy must be created between the business world and training institutions to facilitate the meeting between supply and demand, involving all the competent institutions.

On inflation, the authors relaunch the concertation model already used by the Craxi government in 1984, with the necessary modifications, considering the different situation and economic cycle. They say yes to minimum salary but they warn: by itself it would have the function of increasing inflation and therefore decreasing the purchasing power of wages which remains the priority for a reformist government.
