Young people who turn 18 during 2023 will be able to enjoy the Youth Cultural Bonus and its 400 euro ‘bag’. The Council of Ministers approved this Monday the Royal Decree that regulates the second edition of the bond. It is estimated that some 500,000 young people will turn 18 in 2023 and those who request it will have access to aid of 400 euros for the acquisition of cultural products, services and activities. Among them the bulls, included in the bonus after the ruling of the Supreme Court in favor of the appeal filed by the Fundación Toro de Lidia.

In its first edition, the voucher was requested by 281,557 young people who turned 18 in 2022. It represents 57.60% of the population of that age, 488,794 people according to data from the National Institute of Statistics. The bonus is one of the stellar measures of the department headed by Miquel Iceta, although the difficulties in accessing help given the computer complexity of the process have limited its application.

Those who obtain it in 2023 will be able to spend a maximum of 200 euros on cultural heritage and audiovisual arts divided between tickets and subscriptions for performing arts, live music, cinema, museums, libraries, exhibitions, scenic, literary, musical or audiovisual festivals and bullfighting. .

Up to 100 euros euros may be allocated to books, magazines, the press, or other periodicals; video games, musical scores, records, CDs, DVDs or Blu-rays. Another 100 euros may be dedicated to digital or online consumption: subscriptions and rentals to music, reading or audiovisual platforms, purchase of audiobooks, digital books (e-books), subscription to download multimedia files (podcasts), video games on online, digital to press, magazines or other periodicals limited to a maximum of four months.

The acquisition of handicraft products, plastic and graphic work will not be eligible; Stationery products; print or digital curricular textbooks; courses, workshops and seminars; computer and electronic equipment, software, hardware and consumables; art supplies; musical instruments; sports shows; fashion and gastronomy. Nor the acquisition of products rated as X or pornographic in accordance with the content regulation system applicable to each product.

The eligible activities and expenses must be carried out within a maximum period of one year from the granting of the voucher. With its application for the second consecutive year, the Government “intends to promote universal and diversified access of young people to culture, generate and strengthen consumption habits of cultural products, create new audiences, stimulate demand and strengthen and consolidate the revitalization of the sector. culture in Spain.

«It is a bonus that is aimed at all young people. It is the reception of the age of majority and its connection with culture, for the construction of a more critical and committed society. I understand that there will be people who may not need it and may not request it but, without a doubt, there are many Spanish families where access to culture and being able to dedicate this important amount to their children is well received and valued”, explained the Minister Spokesperson for the Spanish Government, Isabel Rodríguez.

The Youth Cultural Voucher will be “for exclusive use in establishments or institutions attached to the program, which provide services in Spain and which, professionally and habitually, carry out sales activities or make available cultural products, activities and services”. The participating entities can be consulted on the program’s website or through the application for mobile devices. The membership period for new entities remains open.
