I left no doubt that the strong socialist leanings of the Reich Cabinet and the filling of important departments with socialists in Bavaria must have given rise to serious concerns, and I made no secret of the fact that the Bavarian government was determined to encroach on Bavaria’s sovereign rights in the most decisive way to reject.

The new Chancellor showed full understanding of the Bavarian conditions and it is only to be hoped that he will always have the necessary strength to enforce this good will. The Reich Chancellor has also recognized the promises of the so-called Berlin Protocol (these are the agreements that were made in the previous year’s conflict between the Reich and Bavaria) as binding for himself.

The Prime Minister then addressed economic questions and declared that the Bavarian government was determined, if there was no other option, to go its own way in the area of ​​national nutrition, of course with fair consideration of the needs of the other German states and through an exceptional regulation to take the necessary precautions. When discussing tax issues, the Prime Minister warned about the tax strike and tax fraud and then spoke about Stresemann’s attempt to bring about a solution to the Ruhr conflict by contacting France. Knilling explained:

Lack of trust in France

“Anyone who knows France will not assess the prospects favorably, especially when the French Prime Minister is called Poincaré. Once the negotiations have begun, there is no great danger that the Reich government will allow itself to be pushed further under the pressure of the left, so that Germany would ultimately only have the choice of bowing under the yoke of a formal capitulation and thus paving its way in to cut off the future? The Bavarian government in Berlin did not believe it could hide this serious concern. The next time will show whether there is an honest desire on France’s side to reach an agreement. The boundaries for Germany are drawn by the requirements of national honor and dignity and by consideration of the performance of the German economy, which must not be deprived of the last means to create the bread that is indispensable for the German people.

The Prime Minister raised the question of what would happen if the Ruhr conflict was not resolved or was achieved in a way that was intolerable for Bavaria, and mentioned separation and rumors of a coup. He explained that there was a sense of serious crisis in the air. In a time of dire distress, nothing is more evil than irritable nervousness. Of course, it means keeping your eyes open and preparing for all possibilities without leaving the ground of order and law.
