By Friday, it will be clear whether the emissions violation will be changed from “dangerous” to “significant,” which will allow the car to be on the road and a deadline to fix the malfunction. It can be given not 14, but 30 days

“Skoda” from 2006 could not meet the norms for exhaust gases and did not pass a technical inspection. The demonstration was made in front of the Minister of Transport Georgi Gvozdeikov and his deputy Dimitar Nedyalkov at a technical inspection point in Sofia.

The owner of the car has 14 days to fix the fault and take it back for inspection. Consideration is being given to extending this period to 30 days.

The minister stated that the working group he has appointed will have to come up with proposals on how the ordinance can be changed by Friday.

As “24 Chasa” wrote, it is being considered to change the classification of the violation with exceeding the exhaust gas norms to be changed. At the moment it is conducted as “dangerous”, which means stopping the car from moving, it will change to “significant “, which means he is given 14 days to fix the fault, and the car remains in motion.

The stronger qualification is a slight overreach on the part of the state, as the directive qualified this malfunction as “significant” rather than “dangerous”. In our country, the more serious sanction was adopted at the request of the Ministry of Education, Culture and Science, it will probably be dropped.
It is also considered to allow a longer period for the elimination of the fault, 30 days, because if a new catalyst has to be supplied it takes time. In fact, the European directive, which has been in force since 2012, does not indicate exact days for the elimination of the violation, but a “reasonable period” is recorded, which allows the state to extend it.

“There is no chaos with the technical inspections of the cars,” said Gvozdeikov, who got acquainted with the work of the new control system at the points for annual technical inspections in a car service center in the capital.
“A quality system worked and we ignored the human factor, as well as the possibility of manual data manipulation,” noted the minister.

In fact, on July 22, the part of the regulation that requires the devices used to inspect the vehicle to be connected to the vehicle administration system came into force. And that’s the only change. Our country has chosen, and the ordinance has laid down, the minimum requirements for released carbon emissions provided for in the roadworthiness directive, which is from 2012.

The devices are a gas analyzer that measures the carbon emissions of gasoline cars, a smoke detector for diesel cars and a brake stand.

The minister showed a sheet with the latest data up to August 4 for the two weeks after the devices were connected and for two weeks before they were “hooked” into the motor vehicle administration system. to prove that there is no chaos in the inspections. From July 22 to August 4 through the checkpoints 127,085 cars passed the inspection, they were not allowed to the road 181. Before connecting the devices, the data from July 8 to 21 show that 139,251 cars passed the inspection, 32 were not allowed. 0.02% of all passed, and after linking it is 0.14%. The cars that need to be repaired are well under 1 percent. It turns out that the owners of the returned cars are just more vocal on social media.

“Over time, this will improve road safety and reduce injuries on the roads, as this is the great goal of Bulgaria and Europe. The condition of cars is one of the components that cause road accidents,” said Gvozdeikov.
He emphasized that our country cannot change the values of the permissible standards for car emissions established by a European directive. According to his words, our country can consider giving time from 14 to 30 days to those car owners who do not meet the standards to fix the problem. This will also be one of the subjects of analysis of the working group, it became known from the words of the minister.
