he The National Electoral Council (CNE), learned and resolved, today, October 29, 2024, regarding the Reform Project for the Codification Regulation Compulsory Election Debates; and, the Handbook Ecuador Debate 2025.
On 19 January and 23 March 2025, the CNE will organize the first and second round debates, respectively, for the 2025 elections.
Los thematic axes which the candidates must refer to, will be defined through public draws (manual), on 13 January 2025 (six days before the date of the debate). The call for candidates or that its delegates attend the draws, it will be sent on 6 January 2025, through the CNE General Secretariat.
Once the ballots are in the amphora, the notary public will select them at random to make a decision, in one drawas follows:
- Order of position on television, from left to right, and the beginning of the intervention of the candidates in all thematic axes.
- Time slot for candidates to take part in the debate.

The first round debate will start at 7.00pm and will last three hours. If there are more than eight presidential candidates, it will be divided into two time slots, lasting approximately up to ninety minutes each one.
The place for debate
The debates should preferably take place in a television studio that has the conditions and technical equipment to produce sound, video and effective live transmission. They may also be carried out in auditoriums, theaters or spaces with the technical conditions specified above, as long as their contracting does not mean an increase in the costs budgeted for their execution and they guarantee the safety and accessibility of the participants.
The thematic axes
In each edition of the debates, the candidates will have the opportunity to present their government proposals, around thematic axes of interest, specifically defined by the National Committee for Electoral Debates. To define the axes, the work plans presented by the candidates when registering will be taken into account. The CNDE will prepare the thematic axes and their respective general questions.
The general questions for each thematic axis should be short and without background. In addition, they may include timing and mechanisms of action; They will be delivered to the moderators, on the same day of the mandatory election debate, at least two hours before the start of the transmission, and a notary public will be present. This event will be broadcast live on the official accounts of the National Electoral Council.
Candidates will have 25 seconds to make their presentation and will not be able to reference or refer to other participants. In total, the opening and presentation of the candidates will last 4 minutes and 50 seconds.
A QR code with candidate information will also appear on the screen. The CNE, through its official accounts, will, before the debate, circulate a graphic containing information about the candidates.
The candidate who starts the thematic axis will have 90 seconds to answer the general question prepared by the National Committee for Electoral Debates and read by the moderators. At the end of the debate, the candidates will have 25 seconds to convey the final message to the electorate from their lectures.
Absence of candidate
In the event that a candidate does not attend the debate, the lecture corresponding to him or her will remain empty. The order of presentation and closing of the discussion will not be changed, so the next participant will continue. None of the other candidates will use the time that would correspond to the absent candidate.
The moderators will guarantee that the times are respected, open and close each thematic axis, and introduce and close the debate. They may interrupt candidates for up to 10 seconds, which will not be deducted from the participants’ speaking time.
Scenography
For the debate, a stage format is chosen in which eight lectures and their respective stools are located on the main set equidistant from each other and oriented towards the general plane. The backdrop of the scenery will consist of LED screens
The format of the participants standing at individual lectures with their stools is characterized by being formal, it facilitates dynamism for the rotation of the participants, it stands as a symbol of electoral debates, it allows taking notes and encourages the use of body language. The moderators will be located in a suitable space on the television, ensuring that the main areas are the candidates.
Candidates will not be able to carry things, tphones, pointers, wireless headphones, books, newspapers, magazines or any other physical element of the debate, except supporting documents such as aide-mémoires, graphs and information sheets, which will be verified by the CNE organization, before being broadcast on television, with the support of the National Police, to prevent The documents contain phrases , legends or any visual feature that endangers the candidates.
The organization will provide that blank sheets of paper, a pen and a bottle of unbranded water and its respective glass are available to the candidates next to each lecture.
They may not have any type of electronic device during the debate (mobile phone, computer, smart watches, tablets, etc.).
The National Directorate for the Development of Electoral Information Products and Services will provide the logos, isotypes and images in neutral tones, which will not identify the institutional colors of any candidate or political organization.
Before that, in coordination with the teams of the candidates, the corresponding photographic images will be delivered to the National Coordination for the Development of Electoral Information Products and Services who will identify them in all the audio-visual pieces of the debate. It is recommended to use the same photo sent by the candidates for the election ballot.
If candidates fail to comply with the practices set out in the Regulations, the moderators may interrupt them for 10 seconds, at which time the microphones will be silenced. The intermission period will not be deducted from the candidates’ speaking time.
Makeup and hairstyling
Candidates and moderators will be provided with make-up and hair, so that they have the best possible record in front of the cameras. For security reasons, make-up artists or hairdressers will not be allowed to enter the discussion centre.
There will be a dress rehearsal
Candidates or their campaign teams will be able to find out the location 48 hours before the day of the debate. During this recognition, a general re-examination will be carried out, where a comprehensive technical test will be carried out on lighting, sound, transmission, etc.
Although 24 hours before the day of the debate, the moderators will carry out exercises and technical tests to guarantee their performance and effective development on the day of the debate. All candidates must be present and available in the television studio at least two hours before the start of the debate (5:00 pm).
All public, private and community media must connect to the signal and broadcast the debate live as determined in the current election regulations.
During the transmission of the debates, election advertising in audiovisual communication services and public affairs of government events will be suspended.
The media will not be able to make comment programs during the informative breaks of the debate
The role of the media
Abstain from direct or indirect promotion that affects in favor or against the candidates, posts, electoral options or political theses. Suspension of any kind of advertising or promotion from State institutions, public announcements of government actions, at all levels. Refrain from making election advertising and/or announcements from political organizations on a national scale.
Advisory staff
Each candidate may attend the debate with three people: a family member of the candidate’s choice; his political adviser; and the security commander, who must be accredited 72 hours before the debate, without any alternative to replace them. To do this, a space will be provided for each candidate and the people who will accompany them. Companions will not enter any situation on television or in the space where the debate will take place, except in the areas limited to the candidate and his team.
No clapping, boos, or shouting will be allowed during the debate. It is not allowed to use electronic devices on the TV (mobile phone, computer, smart watches, tablets, etc.). Advertising material referring to the campaigns cannot be shown on television (flags, banners, posters).
Candidates must provide for their respective accreditation, at least 72 hours before the debate: full details of the three companions (names and surnames, identity card or passport number, telephone number and contact email) to the National Coordination for Development Products of the CNE. .
Video cameras, photographic cameras and electronic equipment will not be allowed to enter, except for those necessary for the communication equipment of the candidates and the accredited media, which will be located in the press area. The call must make it clear that entry to the internal areas, much less the set, is not permitted with this type of equipment.
The candidates’ press team
A photographer or cameraman for each candidate may be accredited as press room staff and will only have access to the area designated for the media.
The accreditation process for journalists, cameramen and photographers consists of the following 2 steps:
Step 1: Request for media and press accreditation up to five days before the mandatory election debate. In response to the available space, a limited quota may be confirmed, which will ensure the plurality and diversity of the media.
Step 2: Accreditation on the spot. Accredited persons must collect their credentials and identification elements 12 hours before the mandatory election debate at the National Directorate for Political Analysis and Electoral Diffusion of the CNE.
Security measures
CNE will coordinate the appropriate security measures with national and local security forces.
