Civil servants are no longer untouchable in their jobs: the European Union has required the Spanish Executive to carry out individual tests on public employees to evaluate their professional conduct and performance with the aim of guaranteeing the efficiency and quality of public services. The measures to reinforce the performance evaluation of all public employees will come into force tomorrow after the rule that regulates them is published this Wednesday in the Official State Gazette (BOE).

These measures are part of a Royal Decree-Law on urgent measures for the execution of the Recovery Plan approved yesterday by the Council of Ministers, whose Book II includes structural changes in the Public Service model, with advances in the strategic planning of human resources and incorporation of performance evaluation or new access systems.

Specifically, the text regulates the mandatory performance appraisalthe procedure by which Professional conduct is assessed and staff performance is measuredall with the aim of improving productivity to, in turn, improve the provision of public service.

These evaluations, agreed upon with the union organizations after the public information process of the preliminary draft Civil Service law that declined due to the call for elections, “are presented positively”, according to the Government, so “in no case will they imply the loss of civil servant status for those who do not pass them.”

In the event that a public employee does not have satisfactory results in them, “they will be encouraged training measures to provide them with tools that allow them to perform better.”

“The promotion of participation and constant offers to improve conditions will also become incentives so that they can turn this situation around,” the Executive emphasizes.

For those who pass these evaluations, there will be direct benefits in different variables, such as the remuneration of the performance supplement, which replaces the productivity supplement. In addition, their progression in their professional career will be encouraged by being key in the merit competitions for the provision of jobs and for access to the training offered.

Within this area, the Minister of the Presidency, Félix Bolaños, highlighted yesterday in the press conference after the Council of Ministers the introduction of the horizontal career, a system by which conditions can be improved without changing jobs.

To do this, a system of sections will be used where the trajectory, performance evaluation, training or participation in teaching or research activities will be assessed. All of the above may be translated into additional remuneration with the new career supplement.

Another of the measures included is the constitution of the National Institute of Public Administration (INAP) as a public employment agency, with the aim of consolidating its role in the selection and training policies of public employees.
