Current legal regulation in Mexico

Since the mid-eighties, in Mexico, the control of nosocomial infections is formalized from the program established in the Salvador Zubirán National Institute of Medical Sciences and Nutrition (INCMNSZ) which extends to the other national health institutes and from where the Epidemiological Surveillance Hospital Network (RHOVE) arises.

It was at the INCMNSZ where the first control manual was prepared for its national application. It was also there that the first proposal for the creation of an Official Mexican Standard on infection control arose.

At the end of 1989, the Pan American Health Organization (PAHO) together with the Hospital Epidemiology Society of the United States of America, held a regional conference on the prevention and control of nosocomial infections.

The objectives of said conference were formulated to stimulate the implementation of mechanisms to resume the preparation of norms and homogeneous instruments on the prevention and control of nosocomial infections. The fundamental objective for which the prevention and control of nosocomial infections was instituted was to guarantee the quality of medical care.

In the end, in our country the Official Mexican Standard NOM 045-SSA2-2005 focused on epidemiological surveillance, prevention and control of nosocomial infections. Includes hospital-acquired diseases secondary to invasive, diagnostic or therapeutic procedures. It also establishes the guidelines for the collection, systematized analysis of the information and decision-making for the application of the pertinent prevention and control measures.

Despite all of the above, the facilities of many hospitals, especially in the public sector, leave much to be desired. The most recent case occurred in the ISSSTE Santa Rosalía Hospital Clinic located in Baja California Sur.

The ISSSTE delegation in Baja California Sur had to acknowledge that the video was reliable, although it acknowledged that the pertinent measures have already been taken.

Based on the above, he added that the cleaning and disinfection of all areas of the hospital was immediately intensified. In addition, the fumigation protocol was reviewed and it was ensured that this type of incident cannot be repeated.
