With the entry into force in November 2023 of the Law on Reimbursement of Consumers’ Transportation Costs, persons who produce petroleum products from crude oil originating in Russia or exported from Russia are obliged to make monthly contributions to compensate consumers’ costs for transport. This was announced by the press center of the Ministry of Economy and Industry.
The amount of the monthly contribution is determined by the Minister of Economy and Industry by the 15th of the current month according to the formula, according to Art. 4, para. 1 of the law.
The contribution for the month of June 2024, in the amount of BGN 1,618,928, was determined by Order No. RD-16-645/15.07.2024 of the Minister of Economy and Industry Dr. Petko Nikolov.
Data for the contribution calculation are taken from:
1. The average monthly price for the month of June 2024 of “Brent” crude oil based on statistical data from the US Energy Information Administration for Europe Brent Spot Price FOB (Dollars per Barrel), as follows: 82,250 US dollars per barrel.

2. Average monthly price for the month of June 2024 of crude oil originating in Russia or exported from Russia on the basis of EU Council Decision 2022/2369 of December 3, 2022 amending Decision 2014/512/OVCP on restrictive measures in view of Russia’s actions destabilizing the situation in Ukraine as follows: USD 60 per barrel.
3. The value of the contribution in BGN is calculated at the average monthly exchange rate of the BNB
4. Customs Agency
The contribution is on petroleum products produced on the territory of the Republic of Bulgaria from crude oil originating in Russia or exported from Russia for the month of June 2024 for the amount of liters of petroleum products with code under KN 27 10, taken out of a tax warehouse for the month of June 2024, produced from oil originating in Russia or exported from Russia, according to data submitted by the Customs Agency.
