Priority parking for those living in paid zones, more parking in neighborhoods, but also more and more expensive spiders, 5 new pedestrian streets and 60 km of bike lanes. This is only part of the vision for the management of the mayor of Sofia, Vasil Terziev, until 2027.
My hope is that by the end of the mandate, we will not lose our drive and make Sofia a wonderful city, the way we love it, with each of us working with a lot of love to have a future, he explained. And he urged “the other side not to kill our drive”.
However, the Metropolitan Municipal Council postponed consideration of the program for the next meeting.
Changes in 19 key areas with measures that will become a fact in years, Terziev writes in his program. It is divided into 4 directions – health, opportunities, order and efficient municipality.
One of the main goals is to increase the number of passengers in public transport by 20%. This will be done by increasing the average speed by 30%, buying more than
500 new trams, trolleybuses and buses
and optimizing schedules.
They will also be designed new metro lines and transport connectivity in “Vitosha”, “Lyulin” and “Studentski Grad” will be improved.
Emphasis is also placed on parking in the city. On the one hand, they will be done more parking lots in neighborhoods – underground and multi-storey, the “Park and ride” system will be developed with buffer parking lots around the city entrances. Preference will be given to places for the cars of the people who live in the zones.
On the other hand, parking control, which hinders public transport, will be strengthened. Cars with cameras will automatically monitor for improper parking and paper coupons for paid zones will be removed. In addition, the spider repatriation cost will also be updated and their number will be increased. They will open more penalty parking.
There will be a new tram route between “Bulgaria” and “Darvenitsa” Blvd.
There will be a tram along the newly built “Todor Kableshkov” and “Filip Kutev” boulevards, as well as a continuation along “G.M. Dimitrov”. There will also be a new tram along “Rozhen” Blvd., which will be built together with the new breakthrough.
Terziev’s team has foreseen stricter control in the contracts of companies for maintenance of the street network. The vision is also for the construction and repair of streets in “Vitosha VEC Simeonovo”, “Manastirski Livadi”, “Malinova Dolina”, “Krastova Vada”, “Kremikovtsi”, Novi Iskar and others.
60 km of bicycle lanes will be built according to the pavement standard.
The program lays down measures to create low-emission zones not only for cars, but also for heating on solid fuel.
It’s a new concept improvement of the areas around urban rivers, to become attractive to people.
At least 30 kindergartens each will be renovated in the neighborhoods per year. (See more above.)

Kindergartens First, a model will be introduced to forecast the needs of kindergartens, nurseries and schools. Plans will also be made with which municipality to be able to acquire ownership of all grounds for public events – streets, parks, schools and kindergartens, immediately after their entry into force.
The priority will be the reconstruction of municipal buildings that can be used for kindergartens. More fields will be provided for them.
It is planned to build new kindergartens in the neighborhoods “Mladost 3”, “Ovcha Kupel 1”, “Slatina”, “Lozenets”, “Oborishte”, “Strelbishte”, “Druzhba”, “Nadezhda 1”, “Svoboda”, “Manastirski Livadi”, “Levski V”, “Dragalevtsi”, “Vrazhdebna”, sebo Negovan.
The school will become the heart of the neighborhood. It is envisaged that the courtyards will be opened to provide an opportunity for children, youth and adolescents to exercise freely outside of school hours. The program also involves the creation of safe zones around schools, kindergartens, sports and playgrounds, parks, markets and etc.
“An important goal in the program is to ensure safety on the road and in public spaces,” explains the mayor.
The surveillance and security system will be improved with the construction of video surveillance systems to allow timely response to problems. A modern Situation Center will be built.
We will work with the Ministry of Interior more speed cameras along the main boulevards, improving the quality of road markings and street lighting. Work is also underway to implement the Road Safety Standard for problematic footpaths with priority around schools and kindergartens, public transport stops, intersections.
