With the authorities already in office and with a month in office, the needs of the city and the canton are pressing, given a series of difficulties that exist in sectors such as access to drinking water, sewerage and paved roads, in addition to the needs in the 11 parishes.
Situation. In the previous administration, a former councilor had constant discomfort and asked his principals to designate equitable resources to the parishes, since, according to the Organic Code of Territorial Organization, Autonomy and Decentralization (COOTAD), municipalities receive 67% and 6 % is for vestries.
Sepal. They propose the creation of ‘rural offices’, the overall budget of the Municipality is 117 million dollars, of which 17 million corresponds to the parochial governments; however, there is the problem of the lack of presenting more projects from rural areas.
Reality. In this sense, Jhon Vinueza, mayor of the canton, indicated that at the rural level there is a proposal for the creation of municipal rural technical offices, which will have between 8 and 10 technicians in each of the parishes and, in this way, It will be possible to solve the difficulties related to drinking water, land legalization and other social processes.
Details. According to Vinueza Salinas, the creation of these technical offices will serve so that in each of the eleven parishes there is a group of interdisciplinary technicians so that they can build the development plan for the rural area and propose it.
