Luhansko is considered a close ally of Russian President Putin. He has been the president of Belarus since 1994 and is a staunch supporter of Russia.
The Russia-Ukraine war has set back Russia and Vladimir Putin is facing a global crisis. As a sign of his support for Putin in this context, the President of Belarus came to Russia and met President Putin on his birthday and gave him this tractor as a gift.
