“Dogen” is designed as a ring-shaped, multi-part construction, in which a multi-storey outer ring is intended to protect the entire facility against storms and seas, while a kind of artificial atoll inside has space for floating functional modules – apartments, sports facilities, entertainment facilities, shops and more. A large part of the apartments should also be located in the outer ring, as well as administration rooms or schools as well as technical facilities such as energy production and fresh and waste water treatment.
