The Management Board of the State Fund “Agriculture” (the Board of the DFZ) made a decision that the farmers submitted an application until 26.09.2023 under the state aid scheme “Aid to compensate for damage to agricultural crops caused by adverse climatic conditions that may be equated with natural disasters”, after the processing of the applications to receive assistance within 3 working days.

For the rest of the farmers, the deadline for submitting an application is as approved until now – until 06.10.2023, and they should receive the payment of the aid after processing the applications until October 27, 2023.

The change in the deadline for paying the aid is in connection with the commitment made on 20.09.2023 with the Memorandum

between the Council of Ministers, the Ministry of Agriculture and Food, the Ministry of Finance and the Initiative Committee for holding a nationwide agricultural protest.

We remind you that at its meeting on 14.09.2023, the Management Board of the State Fund “Agriculture” approved a financial resource in the amount of BGN 22,100,000 and instructions for the implementation of a state aid scheme “Aid to compensate for damage to agricultural crops , caused by adverse climatic events that can be equated to natural disasters’, for events occurring in 2023.

Farmers who

have ascertainment protocols for 100% failed areas

for damage caused by adverse weather conditions that can be equated to natural disasters until the end of July 2023. Financial support under the aid is provided to producers who have suffered damage as a result of frost, frost, torrential rain, heavy rain, prolonged rain, flood, hail, drought, drought.

For affected production, as of July 31, 2023, 805 ascertainment protocols were issued to farmers to establish 100% failed areas due to severe weather events. The lost areas amount to 40,518 acres, with the following agricultural crops destroyed: almonds, apricots, plums, walnuts, peaches, cherries, quinces, apples, pears, cherries, strawberries, hazelnuts, canola, wheat, barley, corn, sunflower, potatoes , fennel, watermelons, pepper (outdoors), tomatoes (outdoors).

The allocated funds are distributed at the following intensity:

– up to 80% of the actual costs of growing fruits and vegetables (almonds, apricots, plums, walnuts, peaches, cherries, quinces, apples, pears, cherries, hazelnuts, potatoes, fennel, watermelons, peppers (outdoors), tomatoes ( outdoors), strawberries);

– up to 40% of the actual costs of growing cereals and oilseeds, with the exception of rape: (wheat, barley (winter), maize and sunflower).

The aid is calculated on the basis of rates determined by the Ministry of Agriculture and Food (MAF), according to the indicated intensity of production costs by crops.

In cases where farmers affected by natural disasters do not have insurance, they receive half of the calculated amount for assistance.

The amended Guidelines for the implementation of the scheme will be published on the DFZ website.
