Three years later, the Pacte law has not transformed the economy

The Pacte law is celebrating its 3rd anniversary. This dense text of 197 articles, presented by Bruno Le Maire in the fall of 2017, was indeed promulgated in May 2019 after many adventures, in particular linked to the aborted project of privatization of ADP. It aimed to modernize the French economy, by tackling the thousand French blockages that hinder the growth of SMEs, from creation to judicial liquidation, through the multiple stages of development. “This law has two ambitions: to boost the country’s growth and define a new model of the French economy”summed up the Minister of the Economy at the time.

Noble objectives which have largely been drowned in the din of the health crisis and the war in Ukraine, so difficult is it to make a quantified assessment three years after its entry into application. Among the emblematic measures for households were a reform of retirement savings, an overhaul of life insurance products and incentives for the development of participation…
