In particular, those who move from the broader public sector to the narrow public sector will go through an evaluation process, Minister of the Interior Yannis Ragousis revealed, speaking to BIMA 99.5. He emphasized that the aim of the evaluation is “to ensure that those who are not worthy of being in the State do not continue to burden the Greek taxpayer”. The evaluation process will be undertaken by ASEP, noted the Minister of the Interior.
“Let’s see if someone really deserves to go to the State. Whoever is not worthy does not need to continue to burden the Greek taxpayer,” he stressed. Explaining it worthily, Mr. Ragousis mentioned that a civil servant must be diligent, conscientious and a good colleague. Asked who will judge the employees under transfer, the Minister of the Interior stated that guarantees of transparency and meritocracy are needed and that only the ASEP can undertake such a procedure, without however explaining whether the Independent Authority has such a possibility, and above all where such a perspective derives from .
This development justifies and confirms the long-standing reports of the “democracy” about the government’s plans to proceed with layoffs of civil servants, so as to further reduce the salary costs. Experts on public administration issues emphasized, yesterday, that the Minister of the Interior opened wide the window of dismissals, however, because the government does not want to shoulder such a large political cost, it is throwing the… ball at ASEP.
The government representative Giorgos Petalotis moved in the same direction, who confirmed the Minister of the Interior. “We are not discussing dismissals of public servants, whose permanency, after all, is guaranteed by the provisions of the Constitution,” he said.
“There is another way, besides layoffs, for a more flexible and productive state,” he noted. When, in particular, he was asked about whether the same would apply to those employees who are currently in services that may be abolished, he answered that in this case transfers will be made through ASEP’s meritorious criteria.
“It is not a dismissal and the ASEP has specific, rational and fair criteria” underlined Mr. Petalotis, adding that the same will apply to those employees who have an indefinite term.
