Prime Minister Abdul Hamid Dbeibah issued a decision to form a supreme committee for security arrangements headed by the Minister of Interior and including a number of military leaders.
According to Article 2 of the decision, the committee shall supervise the withdrawal and return of all agencies and brigades to their official military headquarters.
The committee is also responsible for listing all buildings, public headquarters, service and production sites controlled but not under the protection of the Ministry of Interior and receiving them immediately, in addition to listing private properties controlled by entities not affiliated with the Ministry of Interior and handing them over to their owners.
The decision stipulated the evacuation of all streets, squares and checkpoints from any armed formations or manifestations not affiliated with the Ministry of Interior.
Regarding prisoners, Dabaiba decided to confine the prisons and subject them to the competent authorities and develop an urgent security plan to support the security directorates in the regions.
Dabaiba also stressed in the decision the necessity of working to subject all land, sea and air ports to the competent authorities, in addition to any other tasks assigned by the Council of Ministers.
The decision also gave the committee the authority to vacate any state-owned premises and form subcommittees to follow up on its work, with the committee to submit weekly reports on what has been accomplished and hand them over to the Prime Minister.
According to the decision, the committee included the Undersecretary of the Ministry of Defense for Regions and Military Affairs, the Head of the Internal Security Service, the Undersecretary of the Ministry of Justice for Judicial Police, and the Deputy Chief of Staff of the Libyan Army.
The committee also included 11 delegates from each of: the Attorney General’s Office, the Military Intelligence Department of the Ministry of Defense, the Stability Support Agency, the Public Security Agency, the Deterrence Agency, the General Intelligence Agency, in addition to the Security Threat Combat, Intervention and Control Agency, as well as the Counter-Terrorism Agency, and delegates from the 111th and 444th Combat Brigade, with no less than the rank of Colonel.
