The Tomsk region is planned to be made an experimental territory for the use of air drones for the delivery of goods for three years.
At the Valery Chkalov air site, the companies demonstrated the capabilities of drones that lifted containers fixed under the fuselage into the air. In the region, it is proposed to use drones weighing more than 30 kilograms for the delivery of goods up to one and a half tons, to conduct aerial photography. But so far the law does not give businesses the right to use drones.
At the same time, the Deputy Minister of Economic Development of the Russian Federation Vladislav Fedulov believes that the use of drones could become a new stage in the development of logistics. “With our distances and remote settlements, this is especially important,” he said. “In those areas where it is often impossible to reach by land in winter, we will be able to deliver food, medicine, building materials from the air. To lift a drone into the sky is much cheaper and faster than a helicopter with a pilot “.
This conversation took place at an interdepartmental meeting. It focused on the development of unmanned technologies and the application of an experimental legal regime.
The Tomsk region has already prepared for its introduction – in the so-called “digital sandboxes”, the law on which was developed and adopted within the framework of the national project “Digital Economy”.
Sandboxes allow testing new technologies, and legal restrictions can be changed or removed during the experiment.

This practice will help to effectively develop unmanned technologies, including in cargo transportation and logistics, said the head of the region Sergei Zhvachkin during the launch of the drones. Together with him, Vladislav Fedulov and the head of the Federal Air Transport Agency Alexander Neradko visited the Chkalovsk air site.
Now the draft decree of the government of the Russian Federation on the establishment of an experimental legal regime in the field is undergoing interdepartmental agreements. According to experts, the annual volume of the market for the use of drones by the third year of the project in the Tomsk region may reach 1.4 billion rubles. At present, the program document of the experiment provides for the participation of thirteen regions.
